依法行政与行政体制改革

完备的行政体制是依法行政的基础。我国现行行政体制存在诸多弊端,有必要进行大的改革:进一步推行政企分开和政事分开;中央和地方实行法律分权制;确立权力适度分立的政府结构;建立科学、民主的决策机制;推进综合行政执法体制改革;强化政府对其职能部门的控制。

System of Administration Reform and Administration According to Law

To remold administration reform in our country, the power between central government and local one should be divided acording to law; power should be divided properly so that government be restructured; the power of administrative punalty should be concentrated comparatively so that system of adminirative execution be advanced; the government should strengthen the control of its function departments; scientific and democratic system of decision - making should be established.
