| 摘 要： | 为解决科技型中小企业融资难,实现科技与资本的有效衔接,促进科技成果产业化,对专利权质押贷款制度进行合理设计成为缓解科技型中小企业融资难的当务之急.面对这一世界性难题,知识产权质押贷款问题需要依靠政府、中介机构、银行共同营造专利权质押融资制度的外部环境的共同努力.
