| 摘 要： | "和平共处"是中国处理国际关系的基本理念,"和谐世界"是"和平共处"思想的新发展。这一思想最初作为一种策略,来自于列宁《关于战争与和平的报告》,并在历史上经历了一个从被动的策略到积极的策略,从积极的策略到策略与战略相统一的过程。
