| Abstract: | The proper use of selected behavior have practical significance in construction of harmonious society. Study from the entirety benefit of our society, complementary coverage and reasonable standard, then combined with public supervision and guarantee method meet for emergency, make reseaeh on the regulation which can make the selectied administrative behavior perfect. |
