试论行业场所治安行政管理的创新

行业场所是违法犯罪分子吃、住、乐、销(赃)的主要场所,治安状况比较复杂,一直以来就是公安机关开展阵地控制的主战场。面对新情况、新问题,公安机关应加强对行业场所管理,防止“黄、赌”等违法问题反弹。对策:1 认识上必须解决好两个问题;2 思想上必须明确行业场所治安管理是法律赋予公安机关的职责;3 管理上必须建立健全行业场所长效机制。

Creation on Administration of Sites for Special Trade

Sites for special trade are usual shelters for some illegal persons to live and cover up pecuniary. Security situation of the sites is complicated. Therefore, the sites have been the main battlefields for public security agencies to control. Faced with some new problems, public security agencies have to strengthen the control and prevent gambling and other illegal activities in these sites. Some countermeasures on the problems are as followed: two problems have to be solved in awareness; the truth that security control as a legal right endowed to public security agencies must be known to all; long-term efficient system has to be created in the control.
