新时期农村道路交通管理制度构建

当前农村交通秩序混乱、恶性事故频发,其根源在于农村交通参与人普遍存在着交通法律和安全意识缺失,车况差且无牌无证普遍,农村道路通行条件差存在安全隐患,农村非法营运、非法载客等现象泛滥,在人力物力的投入上严重不足,警务管理覆盖范围有限,制度建设缺位。解决的措施是加强农村公共客运交通体系建设;完善农村道路维护的责任主体,解决维护经费来源;以村组织为依托,实现村级组织交通的自我管理;实行交通管理警区制,构造全面控制网络和服务平台;实行农村机动车税费优惠制度。

Construction of Road Traffic Control System in Rural Area in the New Era

At present the traffic in rural area tends to be in disorder and serious accidents take place from time to time.The main reason lies in the traffic participants＇ awareness deficiency of traffic rules and security.The road condition is bad and the phenomena of drivers without license plate,illegal operation and unlawful carriage of passengers are commonly seen.Due to the deficiency in manpower and material resources,police administration can not cover all the rural areas and there is no relevant system construction.Measures must be taken to strengthen the construction of public traffic system in rural area and certain kinds of preferential systems must be set up.
