社会保障制度：进城务工农民就业的政策支持

长期二元经济结构存在带来的负面影响,使农村社会保障制度严重缺失。建立覆盖进城务工农民的社会保障制度有着极为重要的作用,是进城务工农民就业的政策支持。因此,应建立由中央统筹的养老保险制度,建立强制的工伤保险制度,建立大病统筹医疗制度,建立最低生活保障制度,加快户籍制度改革,扩大工会组织的影响,从而建立起与社会主义市场经济体制相适应的面向广大进城务工农民的社会保障制度。

The dualistic economic structure existing in China for a long time has led to the lack of a social security system in rural areas.So,the establishment of such a system with extensive coverage will be a policy support for rural migrant workers.Therefore,it is necessary for the central authorities to make overall planning for the establishment of an endowment insurance system,insurance against injury at work,system of overall planning for serious illness and system of minimum subsistence allowance etc.
