A Discussion on the Certain Problems concerning the Construction of Manchuria Information Center

：Manchuria is the biggest land port of China. To build the information center in Manchuria and to build the city an opening port city and an international trading city is in big need since the city has the important position in China's development as well as in the global economic development. The framework of the information center has been settled at the present, but there have been many problems in people's thinking as well as in the construction of the infrastructure and the administrative aspect. Therefore, the construction of the information center should highlight the Chinese and Russian character, build the electronic commerce framework in order to quickly expand the Center's influence.
