警务体制机制改革创新是提升社会治安控制能力的必由之路

当前各地进行的警务体制机制改革创新，是在现有警务体系内的除旧布新，主动适应了社会转型时期化解不稳定因素的总体要求，顺应了全球范围内警务改革的潮流，有利于提高警务效率、提升警方的社会管理能力。河南正在深入构建的警务体制机制，是我国目前涉及范围最广、力度最大的一次改革创新，是我国警务变革的重要组成部分，是提升社会治安控制能力的必然选择，其所体现出的基本思想，即“精简机构、扁平指挥、警力下沉、一警多能”对于我国今后的警务改革具有重大的推广意义。

The ongoing police reform features the replacement of the old with the new in the present policing system in an endeavor to enhance policing efficiency and promote social administration. The reform is in line with the general requirement for the solving of unstable factors during the period of social transition and keeps with the tide of global police reform. The new policing mechanism being constructed in Henan province, as an important part of China＇s policing reform, is the most massive one ever done in history and is the inevitable course for the enhancement of social order control.
