| 摘 要： | 小产权房是在土地所有权的国家、集体的二元分割体制下，地方政府与农村集体在农村土地增值的分享过程的必然产物，在地方政府的“土地财政”政策和目前法制环境的刺激下，小产权房成为折射的社会矛盾和利益冲突的焦点。

Such houses have been the focuses of social conflicts and the conflicts of respective interests. |
