| 摘 要： | 财政立宪已经被世界上许多国家所接受。以宪法中所包含的财政条款数量和分布情况，财政立宪的基本模式可以分为“分散式财政立宪”与“集中式财政立宪”两种模式。财政立宪的基本内容则一般包括：设定财政权的基本内容、装置财政横向分权与制衡机制以及财政纵向分权与制衡机制三个主要的方面。

According to the quantity and division of the constitutional fiscal articles, there are two modes of fiscal constitutionalism ： centralized and de - centralized fiscal constitutionalism. The content of fiscal constitutionalism includes： the basic content, horizontal and vertical separation of powers. |
