国民政府时期监狱官制管窥

通过对国民政府时期监狱官制的探究,即监狱官员的建置、任职以及考核方面相关规定的研究,可以看出其在当时具有一定的进步意义,为了解整个中国监狱的官员制度打开了突破口。但与此同时,关于监狱官员的任用、考核方面的制度未被真正地落到实处,更多的是流于形式,对于监狱官素质的要求过多地偏重于知识、学历,而对于其内在的素养却不予重视,这种现象是值得反思的。

Glimpse of Prison Bureaucracy of the Nationalist Government Period

Though investigation of prison bureaucracy of the Nationalist Government period, which consists of prison official hierarchy, service appointment, assessment and related regulations, we can see that it has progressive significance at the time, opening a breakthrough for our understanding of prison systems throughout Chinese history. At the same time, appointment and assessment of prison officials have not been fully implemented, remaining more of a formality. The quality requirements for prison officials lays too much emphasis on knowledge, education, instead of intrinsic qualities;this phenomenon is worthy of reflection.
