要把民生工程建成法治工程、阳光工程、民主工程

凡是公共资源密集的地方,都会成为腐败活动的目标。随着党和政府一系列惠民、利民举措的出台,民生领域的职务犯罪活动也呈水涨船高之势。民生工程的政治性影响大,发生的腐败案件即使个案案值不高,也会直接侵害基层群众的利益,冲击党群干群关系,甚至危及人们对党和政府的信任。只有把民生工程打造成法治工程、阳光工程、民主工程,才能有效遏制腐败。这是党和政府改善民生的各项举措能否落到实处的关键,也是“十二五”规划顺利实施的重要保障。

Projects for People's Well-being should be Built up into the One Ruled by Law, Aimed for the People and Characterized with Democracy

The places with abundant public resources would inevitably become the target of corruption cases. With the enacting of a series of policies beneficial to the people, crimes by taking advantage of power have been subsequently rising in the projects for people＇s well-being. Such projects have a significant political meaning. Even if corruption cases are not too serious, they will directly influence the profits of the civihans, deteriorate the relationship between the cadres and people, and even undermine the people＇s trust in the Party and the government. Only when the pro- jects for people＇s well-being are built up into the one ruled by law, aimed for the people and characterized with democracy can we effectively prevent corruption. It is the key point to decide whether the policies to improve the peo- ple＇s well-being can be put into effect. It＇s also the important safeguard to guarantee the successful realization of the twelfth five-year plan.
