30年我国政党制度规范体系的演进及其评析

中国共产党领导的多党合作和政治协商制度是具有中国特色的政党制度。关于这项制度在宪法的原则性规定、党的文件、政协章程以及党和国家领导人的谈话中都有所涉及,形成了相对比较完善的规范体系,而且在规范政党关系方面确实起到了十分重要的作用。但还是有一定的局限性,缺乏具体的、可操作的法律制度的保障。因此,把中国共产党领导的多党合作和政治协商制度逐步法治化,完善各项规范,使政党关系主要由法律规范来调整,应当成为我国政党制度建设的一项重要内容。

On the Evolution of China''s Party System Norms and Its Assessment in 30 Years

The system of multiparty cooperation and political consultation under the leadership of CPC is a party system with Chi-nese characteristics.In the constitution principle provision,Party's document,Political Consultative Conference regulations and Party and state leader's talk commented this system formed a relatively maturity system of norms,and play a very important role in the field of reg-ulating the relationship between political parties.But be still having certain limitation;be short of concrete and workable legal system to protect it.So made the system of multiparty cooperation and political consultation under the leadership of CPC rule of law step by step,perfect the various norms,make the relationship between political parties adjust mainly from the legal norm should become one impor-tant content of our country's party system construction.
