新时代基层信访工作的理论蕴涵与有力举措——以合肥市为例

信访制度是一项中国特有的针对诉愿权实现的制度设计。新中国成立后,此制度本身存在有很深厚的理论内涵,发挥了很重要的作用。新时代它在密切联系党群关系、发扬人民民主正义、接受人民群众监督上等仍将发挥其重要的理论深意。着力于隐患排查工作的实践探索,着力于初信初访事项的化解工作,着力于“四重”信访矛盾的化解攻坚工作,着力于法治信访暨“三到位一处理”的推进工作,着力于网上信访宣传应用工作;着力于工作机制的规范细化工作,是新时代合肥市基层信访工作的经验做法。但也存在实践困境,为此进一步健全诉访分离制度,强化信访工作责任主体制度,完善信访考核评估机制,强化各单位之间的协调联动机制,加快建立信访的信用惩戒制度,加快建立信访工作人员的职业保障制度,多管齐下、广纳社会力量综合施策等,应成合肥市基层信访工作困境的破解之举。

Theoretical Implication and Effective Measures of Grass Roots Petition Work in the New Era——Take Hefei as an Example

The petition system is a unique system design for the realization of the right of appeal in China.After the founding of the People’s Republic of China,the system itself has a profound theoretical connotation and plays an important role.In the new era,which will still play its important theoretical significance in closely connecting with the Party and the masses,promoting people’s democracy and justice,and accepting people’s supervision.It focuses on the practical exploration of hidden danger investigation,the resolution of the first visit of the first letter,the resolution of the contradiction between the“four aspects”letters and visits,the promotion of legal letters and visits and the“three in place and one handling”,the application of online letters and visits publicity,and the specification and refinement of working mechanism,which is the experience of basic letters and visits in Hefei in the new era practice.However,there are also practical difficulties.Therefore,Hefei should further improve the separation system of complaint and visit,strengthen the main body system of responsibility for complaint work,improve the assessment mechanism of complaint and visit,strengthen the coordination and linkage mechanism among various units,accelerate the establishment of the credit punishment system of complaint and visit,speed up the establishment of the occupational security system of complaint and visit workers,and adopt comprehensive measures of social forces,which is the solution to the dilemma of the city’s basic level petition work.
