Institution:Judge Joanne Goss wus uppointed to the Provincial Court of Alberta. Family &Youth Divisions in August 1999. She chairs the Edmonton Judicial Dispute Resolution Program in the Provincial Court, launched in October 2000. Judge Goss received her Bachelor of Arts (Honours) in 1981 followed by her Bachelor of Law in 1984, both from the Univenity of Albertu. Following her call to the Bar in 1985, she developed a practice in civil and domestic litigution, arbitration, und mediation and was appointed Chartered Mediutor by the Arbitrators und Mediators Institute of Canada Inc. in 1994 and a Chartered Arbitrator in 1997. She served as Equity Ombudsperson for the Law Socien, oj Alberta from 1997 until she wus appointed to the Court. Judge Goss taught Alternate Dispute Resolution at the Universio of Alberta, Faculty of Law from 1992 to 1998. She. Served President of the Arbitration and Mediation Institute of Canada lnc. from 1993 to 1994, as President of the Alberta Arbitration and Mediation Society from 1992 to 1994, andas Chair of the Canadian Bar Association (Alberta Branch) Alternute Dispute Resolution Subsection from 1994 to 1995. Judge Goss coauthored three books: Grievance Mediation (coauthor), published by Canada Law Book in 1994;Alternate Dispute Resolution: Teaching Materials, published by the University of Alberta, Faculty of Law in 1992;and Injury Evaluation: Medico-Legal Principles (Chapter 18), published by Butterworths Canada in 1991. Judge Goss has spoken both nationally and internationally ubout her dispute resolution work.
Abstract:Judicial Dispute Resolution or JDR is a pre-trial settlement process involving judges as settlement facilitators. In October 2000 the Family and Youth Court in Edmonton, Alberta launched a yearlong JDR pilot project to determine whether JDR would help in resolving family and child welfare matters before the court. The project was very successful and has become a permanent program in Edmonton. This article explains how the Edmonton JDR polit project was set up and evaluated as well as its success as a permanent program. The article describes the JDR process in detail and discusses the current statistics from the program. The design and development of the new JDR Centre in the Edmonton courthouse is also addressed.
