| 摘 要： | 从现在起到"十二五"时期末,要着力消除制约发展方式转变的深层体制性因素,努力构建支撑科学发展的体制机制。要在完善社会保障体系、提升产业中高端竞争力、加快城乡一体化进程和节能减排、积极应对气候变化等方面实施四大战略,力争取得重大进展。同时,要着力在资源和要素价格改革、社会性规制、基本保障和公共服务、国有企业和垄断领域改革、促进技术创新和引导合理消费等方面,深化改革,完善政策。
