从条块到界面:基层政府“放管服”改革的内在逻辑——基于江苏省徐霞客镇的案例研究

中国的政府治理受制于央地关系和国家(政府)与社会关系的双重约束,这使得条块结构难以适应,在治理中带来了专业化分工与行政性协同、分散式服务与一体化需求、碎片化问题与整体性治理三对矛盾。为了破解矛盾、平衡双重关系,需要重塑治理结构。研究发现,基层政府通过打造信息界面、组织界面、服务界面、执法界面,为部门间、政府与公民的互动提供平台,实现以公民为中心的界面治理,用界面来弥补条块失灵。我们需要基于多重约束关系来设计相适应的治理结构,该观点是对威廉姆森基于交易成本选择治理结构的一种补充。

From Tiao-kuai to Interfac:the Internal Logic of the Reform of “Delegating-regulation-service” of the Grass-roots Government——Based on the Case Study of Xuxiake Town,Jiangsu Province

Government governance in China is carried out under the constraint of the dual relationship between the central and the local government,the state(government)and the society.The tiao-kuai structure is difficult to adapt to this dual relationship,which brings three pairs of contradictions in the governanc:division of labor based on specialization and administrative coordination,decentralized service and integration demand,fragmentation problem and holistic governance.In order to resolve these contradictions and balance the dual relationship,we need to reconstruct the governance structure.The research found that the grass-roots government creates the information interface,organization interface and action interface,providing a platform for the interaction between departments and between the government and citizens,realizing the citizen-centered interface governance,and using the interface to make up for the tiao-kuai failure.The findings of this paper are a supplement to Williamson’s governance structure design based on transaction cost.
