政府效能、腐败规制对营商环境的优化效应研究——来自跨国面板数据的经验证据

本文基于2010-2014年跨国面板数据来考察政府效能、腐败规制对营商环境的优化效应,为改善我国的营商环境提供了跨国的经验证据。通过运用双向固定效应模型进行评估发现:(1)一国政府效能的提高与腐败规制强度的增加能够显著地改善营商环境,且交互效应结果显示,二者之间是相互促进的。(2)进一步的分组回归发现,高收入国家由于先发优势,政府效能的改善与腐败规制强度增加对营商环境改善更加明显,与中低收入国家之间呈现差序格局。基于以上结果,本研究建议:政府应该提高政府效能,打通服务工作的最后一毫米,在降低市场主体的营商成本过程中提升其获得感;加强反腐败的力度,提高政府质量与制度供给的质量;加强智库建设,为政府效能改善与腐败规制强化提供智力支持。

Research on the Optimization Effect of Government Effectiveness and Corruption Regulation on Business Climate:Evidence from Multinational Panel Data

Based on the cross-border panel data from 2010 to 2014,this paper examines the government effectiveness and the optimization effect of corruption regulation on the business climate,which provides multinational empirical evidence for improving the business climate in China.The two-way fixed effect model is used to find that(1) the improvement of government effectiveness and the increase of corruption regulation intensity in a country can significantly improve the business environment,and the results of interaction show that the two promote each other.(2) further group regression shows that the improvement of government effectiveness and the increase of corruption regulation intensity in high-income countries are more obvious to the improvement of business environment due to the first advantage of high-income countries.There is a pattern of difference with low-and middle-income countries.Based on the above results,this study suggests that:the government should improve the government efficiency,break through thelast millimeterof service work,and improve the sense of acquisition in the process of reducing the business cost of market players;Strengthen anti-corruption efforts to improve the quality of government and institutional supply;Strengthen the construction of think tank to provide intellectual support for the improvement of government efficiency and the strengthening of corruption regulation.
