| 摘 要： | 西部生态问题日趋严峻,建立健全生态补偿机制是实现西部可持续发展的长效之路和制度保障。建立生态补偿应从发展循环经济和生态生产力、建立资源环境价值评价体系、探索市场化的生态补偿等方面入手。
