| 摘 要： | 建设和谐地区是胡锦涛主席近年来提出的处理国际关系的崭新理论。从这一理念出发,重新审视上海合作组织近十年来的发展历程和未来的发展方向,并且做出相应的制度建构与安排,对上海合作组织未来发展会产生深远的影响。
