| Abstract: | To promote the scientific mass work by making the system of party＇ s mass line is a natural choice for the mass work at the new period. The up-grading of systematic level of party＇ s mass line aims first at making sure people＇s subjectivity in constructing the system, then focusing on the establishment, development and integration of the system itself. |
