| Abstract: | It is essential for the perfect construction and improvement of socialism with Chinese characteristics that will promote modernization of the system and ability of national governance. Community level self-governance system is one of the basic parts of the modernization of the system and ability of national governance that is related to different aspects of the governance of the state. Among these aspects,modernization of concept and system is particularly important. |
