How Local Government Governance Systems are Combined to Affect the PPP Adoption:A Fuzzy Set Qualitative Comparative Analysis Based on Data of Chinese Provincial Governments

At present,the landing rate of PPP projects in China is low,and the differences between different provinces are large,which reflects the impact of local government governance systems on the implementation of PPP policies.In order to explore the relationship between local government governance systems and PPP landing rate,this paper adopts Fuzzy Set Qualitative Comparative Analysis methodology,and takes 30 provincial governments(except Tibet,Taiwan,Hong Kong and Macao)as case samples,explores the different impact paths of the different combinations of the government’s ability to implement policies,the institutional environment for government to implement policies and the socio-economic environment for government to implement policies in the local government governance systems on the PPP landing rate.The findings showed that four paths caused high PPP landing rate,which were fair orientation(combining with high level of regulatory quality,control of corruption,and market vitality),partnership orientation(combining with high level of government effectiveness,rule of law,and market vitality),rule of law orientation(combining with absence of regulatory quality and high level of rule of law),and political stability orientation(combining with absence of government effectiveness,high corruption,low market vitality,and high political stability).Therefore,the PPP landing rate requires multiple combinations of six variables:government effectiveness,control of corruption,rule of law,political stability and absence of violence/terrorism,and market vitality.These findings provide policy implications for local governments to increase the landing rate of PPP projects.
