国有企业管理与脱困问题的思考

本就加强管理及脱困两方面谈了对国有企业改革的看法。作认为，要搞活国有企业，必须借鉴外国企业的先进管理经验，建立适应社会主义市场经济要求的科学的、现代化的管理；同时，要采取金融政策支持、加大破产兼并力度、调整产品结构、分流富余人员等多种措施解决国有企业脱困问题。

Thinking of Management for State-Owned Enterprise and Extricate Unprofitableness

In this paper, the author states his viewpoints on the reform of SOEs from the aspects of strengthening management and off-the-hook. He makes the point that, in order to activate SOEs, the advanced experience of foreign enterprises must be used for reference and the managerial mechanism suitable for the demand of socialist market economy must be established. In addition, some measures must be taken to extricate SOEs from the predicament, such as reforming monetary system, accelerating bankruptcy and merger, adjusting product mix and cutting down surplus labor, etc.
