| 摘 要： | 哈尔滨市＂北跃、南拓、中兴、强县＂发展战略在某种意义上是对传统的行政区经济束缚的突破,在这一过程中,政府转型成为推动和深化哈尔滨经济发展方式转变的关键和难点,政府在经济运行中的职能回归和重新定位是必要和迫切的。
