确立和完善群体性事件预警机制的构想

随着中国改革开放的深入进行和社会经济的快速发展,各种社会矛盾凸显,利益冲突加剧,所引发的群体性事件已成为影响社会稳定和谐的重要因素。为此,建立切实可行的群体性事件预警机制确实是必要的,运用现代化科学方法,及时、准确地实施预测、预报,尽早、尽快地做预防和处置工作,以降低群体性事件对社会建设和经济发展产生的危害。

On Establishing and Improving Early Warning Mechanism against Group Incidents

Along with the on-going reform and opening to the outside world and the rapid social and economic development,group incidents caused by various prominent social contradictions and intensified conflicts of interests have become a serious factor affecting social stability and harmony in China.Therefore,it is quite necessary to establish a practical and feasible early warning mechanism to predict and forecast group incidents timely and accurately,prevent and address them as early as possible,so as to reduce or avoid the harm of group incidents to the socialist construction.
