中日韩海洋安全事务与合作

海洋是国家安全的重要屏障,海洋安全事关国家总体安全和长远建设。中日韩三国隔海相望,海洋命运休戚与共。随着海洋非传统安全领域的共同威胁和挑战逐渐增多,海洋安全合作很有必要。近些年,中日韩在有关海洋环境保护、海洋灾害防治、海上运输、海洋科考、海洋监测与观测、海上执法等海洋事务各领域进行了深入沟通与合作,取得了诸多建设性成果。未来,中日韩三国应在“海洋命运共同体”理念的指导下,加强海洋能源安全、海洋通道安全、海洋自然灾害防治等方面的海洋安全合作,从理念和机制等多方面开展合作实践,并探索建立“中日韩三国海洋智库联盟”,以促进三国海洋科技、经济、战略等方面的综合发展,为中日韩海洋安全与合作提供助推力,推动“东北亚海洋圈”与“东北亚海洋命运共同体”的构建。

Maritime Security Affairs and Cooperation between China,Japan and South Korea

Ocean is an important barrier guarding national security,which is related to the overall national security and long-term construction.China,Japan and South Korea are neighboring countries and share a common sea area,the fate of the sea is shared,too.There are more and more common threats and challenges in the field of non-traditional maritime security,so maritime security cooperation is necessary.In recent years,the three countries have conducted in-depth communication and cooperation in various fields of marine affairs,such as marine environmental protection,marine disaster prevention,maritime transportation,marine scientific research,marine monitoring and observation,and maritime law enforcement,and have achieved many constructive results.Next,under the guidance of the concept of“community of shared future in the oceans”,China,Japan and South Korea will strengthen maritime security cooperation in the fields of marine energy security,maritime channel security,and marine natural disaster security,and carry out cooperation and practice in various respects such as concept and mechanism.The author advocates the establishment of“Marine Think Tank Alliance of China-Japan-South Korea”to promote the comprehensive development of marine science and technology,economy,strategy and other aspects of the three countries,provide impetus for their marine security and cooperation,and promote the construction of“Marine Circle of Northeast Asia”and“Maritime Community with Shared Future in Northeast Asia”.
