陕西乡村公共卫生体系建设路径研究

织牢公共卫生防护网是维护公共卫生安全的内在需要,是保障人民群众健康的基石,更是全面推进健康中国建设的必然要求。公共卫生防护网建设,重点在乡村,难点也在乡村。当前陕西乡村公共卫生体系建设还存在“医防”合力尚未完全形成,公共卫生经费投入不足,基层医疗卫生人才结构失衡,基础设施落后,“数字疾控”建设发展缓慢等突出短板。为此,亟须从突出“医防融合”发展,建立“引留用”人才机制,加快信息化建设等方面多点发力,补齐公共卫生防护网漏洞,助力健康中国建设。

Study on the Construction Path of Rural Public Health System in Shaanxi

weaving a strong public health protection network is the internal need to maintain public health safety,the cornerstone to protect people's health,and the inevitable requirement to comprehensively promote the construction of a healthy China.The construction of public health protection network focuses on the countryside,and the difficulties also lie in the countryside.Taking Shaanxi as an example,there are still prominent shortcomings in the construction of rural public health system,such as the joint force of“medical prevention”has not been fully formed,the investment of public health funds is insufficient,the structure of grass-roots medical and health talents is unbalanced,the infrastructure is backward,and the construction and development of“digital disease control”is slow.To this end,it is urgent to focus on the development of“medical prevention integration”,establish a mechanism for“attracting and retaining”talents,speed up the construction of information network and other multi-point efforts,fill the loopholes of public health protection network and help build a healthy China.
