陕西省级人才政策分析与评价

随着我国“一带一路”倡议和新西部大开发部署的推进,陕西省人才政策能否满足自身发展的需要值得研究。本文综合运用政策文本分析方法,对陕西省2008-2020年间颁布的101件省级人才政策文本特征属性进行量化分析。研究发现,陕西省级人才政策的文种类型多样、发文单位较广、年发文量呈波动变化。通过主题词分析,可将省级人才政策划分为初始、发展和巩固三个阶段,不同阶段的政策侧重点有差异。人才政策工具以环境型政策工具为主、供给型适中、需求型稍显不足。未来在完善政策体系的同时,提升人才政策执行的效果将更加有利于陕西省人才效益向经济效益转化。

Analysis and Evaluation of Talent Policy in Shaanxi Province

With the promotion of“One Belt and One Road”initiative and the deployment of new western development,Shaanxi Province,as an important province in western China,whether its talent policy can meet the needs of its own development is worth studying.In this paper,the characteristics and attributes of 101 provincial talent policy texts issued by Shaanxi province from 2008 to 2020 are quantitatively analyzed by comprehensive policy text analysis method.The research finds that the literature types of Shaanxi provincial talent policy are diverse,and the number of published documents fluctuates.Through keyword analysis,provincial talent policy can be divided into three stages:initial stage,development stage and consolidation stage,which have different policy in each stage.The talent policy tools are mainly environment-oriented;the supply type is moderate and the demand type is slightly insufficient.In the future,while perfecting the policy system,improving the effect of talent policy implementation will be more conducive to the transformation of talent benefit to economic benefit in Shaanxi Province.
