农村基层社会治理创新路径探析 ——以崇州农业功能区"居站分离"为例

"居站分离"是我国社区管理体制改革的重要尝试。崇州市农村"居站分离"体制改革在改革背景、机构设置、试点区域、服务内容、服务群体、服务半径等层面呈现出不同于其他地区的六大特点,助推农村社区治理实现行政简化、有效自治、服务升级三大转变。深化"居站分离"改革必须在充分遵循三大原则的基础上,进一步汇聚思想共识、聚焦需求导向、突出能力建设、引导职能归位、注重宣传推广。

An Innovative Pathway to the Grassroots Governance in Rural Areas:A Case Study of“Division of Community Committee and Community Workstation”Mode Developed by Chongzhou’s Agricultural Zones

The mode of“Division of Community Committee and Community Workstation”attempts to reform the institutional management in communities of China.The reform taken place in rural Chongzhou distinguishes itself from other regions in six aspects:the reform background,the institutions,pilot areas,and the content,targeted group and radius of the service it offers.It turns out to be helpful for three major changes of governance in rural areas in terms of public administration simplification,effective self-rule and service upgrades.An in-depth reform of“division of Community Committee and Community Workstation”has to be conducted under the guidance of the three main principles.It further calls for consensus among people to make targeted effort in which improvement of ability is stressed,and a proper performance of due functions in each department and promotion are carefully taken care of.
