误区与规避:我国警务改革的理性反思——兼对西方公共行政理论的本土警务适用性批判

警务改革不是潮流、不是跟风,而是具有中国特色社会主义政治改革不可或缺的一部分。从改革开放到现在,我国公安机关对警务模式、警务运行机制、警务机构设置等能够构建最优化警务制度的探索从未停止过。但处于探索阶段的我国警务改革在改革动力上、改革的顺序上、改革的重点上以及对西方公共行政理论的借鉴上都出现了误区。那么,构建民生警务改革机制、确立自上而下的改革顺序、将内部改革与外部改革同步进行以及理性的、有限度地批判适用西方理论就成为规避误区、顺利改革的关键。
