从“上海经验”看犯罪预防新路径的实践与探索

在社会转型、经济转轨的宏观大背景下，犯罪的发展态势尤其影响到民众对政府绩效、社会安全的评价。面对各种犯罪诱因不断增多、犯罪高发走势一时难以根本扭转的严峻局势，上海开拓思路，大胆创新，以犯罪预防社会化、专业化发展为突破口，自2003年起，在全国率先构建预防和减少犯罪工作体系。实践证明，上海这一探索较好地达到了犯罪特殊预防的目的，对于发展我国犯罪预防工作也具有相当的先行先试价值。

Research on the New Methods of Crime Prevention from Shanghai Experience

Under the background which is changing profession of society and economy, the development of crime is influenceing the people＇s comments to the government. With the huge pressure of crime increasement, Shanghai makes a breakthrough on crime prevention and its socialization and specialization, which is the first one to set up the work system of crime prevention. Practice proved that Shanghai explorations had obtained the aim of crime controlling ,and had first-attempting value against chinese crime prevention.
