| 摘 要： | 公正的价值,应是行政自由裁量权行使中追求的价值目标。目前在行政自由裁量权的行使过程中,由于一些原因导致了行政自由裁量权有可能偏离公正价值。本文试图分析行政自由裁量权运行过程中与公正偏离的可能性及其原因,并提出防范其偏离的有效性措施。
