| Abstract: | Facing up with the strategic transfer of the Party's strengthening of the construction of its own ruling capability , the traditional mode of taking political and ideological education as the chief aim in the education and training of carders should be changed into the all-round training of the carders' abilities. This is the demand of reality as well as the historical development trend. To find out new ways of quality-oriented education and ability-oriented training is a reform of the education and training mode of the Party and government carders, and this is a new ideological emancipation that must be carried out. |
