谈森林资源锐减的国际与国内法律对策

森林被称为地球的生物宝库,其生态功能和经济价值为全球各国所公认。然而近年来世界森林面积的大幅度减少,已经造成了一定程度的生态危机,应当引起广泛的关注。自20世纪80年代至今,由于各国的努力与合作,针对森林资源锐减的国际法律对策已初具规模,但由于森林资源的地域性强,国内法律对策短期内仍然发挥着主导作用。我国应当根据自身的森林资源情况实施特定的法律对策,解决我国现有的森林资源问题,并积极建立可持续发展的森林资源体系。

The International and Domestic Legal Countermeasures Against the Reduction of the Forests

The forests, whose ecological functions and economical functions are well known to all the countries in the world, are called the storerooms of the biology on the earth. However, the area of the forests in the world is sharply decreased in recent years. This tendency has already caused ecological crisis in some degrees, which should be given comprehensive considerations. Since 1980s, the countermeasures against the reduction of the forests have been coming into being on account of the efforts and cooperations of the countries. China should enforce specific legal measures in accordance with self conditions and try to establish sustainable resources system.
