新农村建设视野下的农民政治参与分析

农民是新农村建设的主体,农民有序政治参与是构建社会主义新农村的基石,农民政治参与的积极性和参与程度直接关系到社会主义新农村建设的历史进程。农民政治参与对农村民主政治的发展有着积极的影响,而农民的政治参与不成熟,则会对我国的民主发展产生消极影响。政府与村民博弈的非均衡性,农民政治参与动机的自利性,村民的政治参与的非制度化,是导致农民政治参与缺失的主要根源。大力发展农村经济,规范地方政府行为并深化基层的政权改革,加强农民的政治素养教育,是提高农民政治参与程度和水平的现实选择。

Analysis on Farmers 'Political Participation With the View of New Village Construction

Farmers are the main force in new village construction. To the construction of socialist new village,farmers＇ orderly political participation is the cornerstone,while the activeness and extent of their political participation directly affect the historical process.Farmers＇ political participation is of positive influence on democracy and politics in rural areas.However,their inmature political participation will have negative influence on the development of democracy in our country.The unequal relationship between government and farmers,farmers＇ political participation motives based on their own interest,and farmers＇ unsystematic political participation are the chief elements causing the lack of farmers＇ political participation.In addition to promoting rural economic development,we should regularize local governments＇ actions and deepen the reform of basic administrative organizations,Strengthen education on farmers to improve their political qualities,which is the appropriate way to improve the degree and level of farmers＇ political participation.
