俄罗斯社会组织供给公共服务的经验及存在的问题

以俄罗斯彼尔姆、诺夫哥罗德和托木斯克三个城市社会组织供给公共服务的示范项目为研究样本,从历史契机、现实需求和全球化推动三个方面阐述俄罗斯社会组织参与公共服务的社会环境,并从中总结出政府强力支持、领导人的大力提倡、优越的制度环境和充分的竞争环境等成果经验,同时指出全能政府传统、缺乏合作经验、服务能力有限、缺乏监督和评估体系等值得反思的问题,从而为我国社会组织参与社会公共服务供给提供借鉴。

Rewarding Experience and Existing Problems in the Projects of Russian Social Organizations Supplying Public Services

Employing as samples the demonstrative projects of Russian social organizations supplying public services in three cities of Perm,Novgorod and Tomsk and elaborating social environment of Russian social organizations engaging in public services from three aspects of historical opportunities,real demands and globalized promotion,the study summarizes fruitful experience gained in governmental vigorous support,leaders’ strong advocate,superior system environment and sufficient competition environment,at the same time points out existing problems worthy of reflection like tradition of the omnipotent government,shortage of collaborative experience,limitation of service ability,lack of supervision and assessment system.The above study can provide valuable reference for social organizations engaging in social public services in our country.
