| 摘 要： | 在新公共管理理念下,公众作为政府或公共部门的评估主体,不仅是合理的,更是必要的。然而在现实的条件下,公众作为公共部门的主要评估主体还不能很好的发挥作用,存在着意识、制度、知识技术三个层次的障碍。

But under the current conditions, the public as the main evaluate body of public administration has not worked very well. There are three obstacles, that is, conscious obstacle, system obstacle and knowledge technique obstacle. |
