关于中俄关系发展新阶段的定位论证

中共十六大具有划时代的重要历史地位,这次代表大会以后通过新一代领导人之间双边会晤,中俄两国关系进一步走向成熟与务实的新阶段。而当前中俄两国关系发展的关键所在,是要加快经济贸易合作进程,因此必须加大力度解决这方面存在的各种问题,站在战略高度从对接市场出发切实加强战术跟进安排:充分依靠中俄两国的地缘优势与双方在经济上具有互补性的有利条件,在振兴东北老工业基地的进程中加强双边合作;抓住俄罗斯正在实施开发东部地区战略的难得机遇,大力推动中国东北地区同俄罗斯西伯利亚与远东地区建成国际性的经济合作开发带;双方应当注重在经贸合作和科技合作开发的结合上下工夫,并且必须把后者放在突出的位置上来加以推进,以争取在21世纪的第一个十年内实现两国经济技术合作战略升级的宏大目标,为共同抢占世界市场制高点而造成积极进取的良好态势。

EXPOUNDING AND PROVING THE FIXED POSITION OF SINO- RUSSIAN RELATIONS IN THE NEW DEVELOPING STAGE

The Sixteenth National Congress of the CPC is of an epoch-making significance.After the congress,the bilateral talks between a new generation of Chinese and Russian leaders have made the relationship between China and Russia go to a new and ripe stage to deal with concrete matters.At present,the key point in development of their relations is to speed up the cooperative process of economy and trade.So we must spare no efforts to resolve the problems existing in it,rely on the geographic predominance and favorable terms of economic complementarity of the two countries to strengthen the bilateral cooperation;seize the opportunity of practising the strategy of the east part development by Russia,try to set up a developing belt of econmic cooperation between the Dongbei and the Far East and Siberia;both sides should lay stress on econmic cooperation and technical cooperation,and even give much prominence to the latter.
