| Abstract: | The traditional administrator are the backward strength of the countryside, the elite of ground floor relatively are clever, ideologically active crowd in the countryside. Traditional administrator and ground floor elite have a great deal of differences and contradiction. Circulation flow of two unlocked concern to the stability in the countryside directly or not. |
