| 摘 要： | 在各种利益冲突和磨擦不断出现、社会矛盾更加复杂、各种纠纷也大量增加的宏观背景下；在因民间纠纷引起的治安案件果不能及时疏导化解，有可能发展成群体事件，甚至激化为刑事犯罪案件的微观背景下，公安机关必须有效地承担起行政调解的职责，加大因民间纠纷引起的治安案件的调解力度，及时化解各种社会矛盾，消除各种不安定因素，维护社会稳定。
