十七大以来高校惩治和预防腐败体系建设的回顾与前瞻

建立健全惩治和预防腐败体系是中国共产党加强反腐倡廉建设的创新之举。十七大以来高校惩治和预防腐败体系建设取得较好的成效,但仍存在对构建高校惩防体系认识不够、反腐倡廉教育效果不明显、反腐倡廉制度不健全、权力运行监督机制不完善等不足。加快推进具有高校特色的院校体系,应该进一步提高认识,增强建设惩防体系的责任感;建立健全反腐倡廉教育长效机制,营造崇廉尚洁的校园文化氛围;着力推进制度创新,构建科学管用的制度体系;科学配置和有效制衡权力,形成权力运行的监控机制;积极运用现代科技成果,不断提高高校惩防体系建设的科技含量;加强研究,为推进高校惩防体系建设提供理论支持。

Retrospect and Prospect of the Construction of Punishing and Preventing Corruption System in Universities Since the 17th National Congress of CPC

It＇s an innovative action for CPC to establish and perfect the punishing and preventing corruption system. The paper systematically reviews the achievements accomplished in the construction of the system since the 17th National Congress, objectively analyzes some of its defects including the deficiency in the recognition of the system, limited effects of anti-corruption education, the imperfect of the anti-corruption system, and the faultiness of the power supervision mechanism. The paper also puts forward a series of countermeasures and suggestions that we should further our consciousness, establish and perfect the anti-corruption educational mechanism with lasting effects, emphasize the innovation of the system, set up the supervision mechanism of the power operation, actively adopt modern technology, and strengthen the theoretical support.
