| 摘 要： | 劳动教养制度无论是制度本身还是制度的执行和实施都存在明显的缺陷,因此需要改革劳动教养制度,制定一部统一的《劳动教养法》,提高其法律地位,调整其期限,规范其适用对象、条件和范围,程序司法化,并建立相应的管理制度。

| Abstract: | There lie quite a few obvious defects in both the code of reeducation through labor and its execution. It is necessary to reform the system of reeducation through labor by way of enacting an integrate code, elevating its legislative position, adjusting the limit of time, normalizing the applied object, condition and range, legalizing the procedure and establishing the matched management mechanism. |
