法官异地交流制度之探讨

从渊源考察，法官异地交流的产生与法官职业长期行政化管理密不可分。由于社会条件的巨大变化,法官异地交流的反腐功能进一步弱化。在法官职业化建设的目标指引下,现行法官异地交流的价值功能，有必要进行重新认识和构建。法官异地交流制度应考虑法官职业的稳定性、专业性、独立性，追求人才资源的适当利用。
