云南省与越南矿产资源开发合作机制研究

中国—东盟自由贸易区如期建成,越南已经成为中国对东盟国家贸易顺差最高的来源市场。中越矿产资源及相关产品贸易值占贸易总额比例巨大,为矿产资源开发合作提供了基础贸易平台。越南矿产资源储量优势明显,云南省具有技术优势和产业优势,双方可以在基础开发平台建设、能源及非金属和金属矿产资源的勘探、开发和利用等领域进行合作,开发油气、煤炭、铝土矿、铁矿和磷矿等重点优势矿种。在合作过程中云南省应当强化制度建设和宏观调控能力,以产业技术为合作关键点,分步骤依托重点项目进行。同时,要注意口岸管理和边境企业的服务和扶持,通过产业、城镇、人才三大集群的培育实现合作规模效应。

Research on the Cooperative Mechanism of the Mineral Resources Exploitation between Yunnan and Vietnam

Since China-ASEAN Free Trade Area was completed,Vietnam has become China’s highest source market of trade surplus among all the countries of ASEAN.The high proportion of trade value of mineral resources and other related products in total trade volume between China and Vietnam provides the basic trade platform for mineral resources development cooperation.Vietnam is rich in the mineral resources while Yunnan possesses obvious advantages both in technology and industry,both parties can take this advantage to build a platform for exploration,development and utilization in energy,non-metal and metal mineral resources and especially in the development of key advantage mineral resources such as oil and gas,coal,bauxite,iron ore and phosphate minerals.In the process of cooperation,Yunnan should reinforce the system construction and tighten the macro-control,as well as place importance on the industry technological corporation,ground on the key projects and implement step by step.Meanwhile,Yunnan should pay closely attention to the management of frontier ports,strengthen the support and service to the frontier enterprise and carry out the cooperation scale effect through the cultivation of the three big clusters including industry,town and talent.
