| 摘 要： | 建设以民生警务为导向的开放型警务,是在现代开放社会环境下,贯彻落实上级公安机关指示精神、破解制约公安工作难题的必由之路。要努力打造警民共建的开放型警务,构建和谐的警民关系;要努力打造具有时代特征的开放型警务,顺应社会发展的新趋势;要努力打造与经济发展同向同步的开放型警务,为经济发展创造开放、宽松、安全的治安环境。

| Abstract: | Under the circumstances of modern open society, it is the only way to construct open policing guided by the people's livelihood to solve the difficult problems in public security work. Open policing must be constructed to build harmonious relationship between the police and the people, to conform to the new trend of social development and to create open, loose and safe environment for economic development. |
