Rational Thinking after the Adoption of the Blueprint for the 10th Five- Year Plan

In the viewpoint of the author, the discussion about the Blueprint for the 10th Five-Year Plan hasn't come to an end although it has been adopted by the National People's Congress. The article holds that there should be sufficient preconditions for the making of the 10th five-year plan i.e. problems concerning its legal status, statistical basis, mapping procedure and overall development strategies should be resolved in advance.
