| 摘 要： | 非政府组织的兴起及其背后所代表的公共行政变革和治理理论的兴起,对包括行政组织法在内的整个行政法理论重构都产生了巨大的冲击,主要表现在两个层面,一是实质冲击,即以行政任务为导向重构行政组织法;二是形式冲击,表现在对效率价值的重视和多元化立法模式下社会行政组织立法的兴起。

| Abstract: | the rise of the NGO and its indicating theory of innovation and governance in the public administration area,have produced a great impact on the reconstruction of the whole administrative law theory,which includes the administrative organic law.Mainly reflected in two aspects：first,the essential impact,that is the task-oriented reconstruction of the administrative organic law;second,the formal impact,that reveals the emphasis on the value of efficiency and the rise of legislation by the social administrative organization in the model of diversified legislation. |
