| 摘 要： | 针对当前城市化进程中土地利用所存在的问题，应坚持可持续发展战略思想，明确土地资源配置的基本原则，制定科学的土地利用总体规划和城市规划，提高土地利用集约化程度，严格控制建设用地，切实保护耕地，注重城市内涵发展，促进城市化进程与经济、社会和环境发展相协调。
